Our Founder

Championing the rights of adults in care

Leon Steer has had the privilege throughout most of his adult life of pursuing his passion for supporting people, both professionally and voluntarily.

​

His career has included 24 years at senior level in People Management, one of the highlights of which was establishing a specialist team to support employees following acute traumatic events in their roles. He also spent 25 years in Health & Social Care, initially as HR Director and later for 17 years as Chief Executive.

 

He is experienced in working closely with Care Home Managers and Homecare Managers, and has developed a deep understanding of what is expected from staff in these demanding roles. Over the years, he has conducted investigations, chaired disciplinary and appeal hearings, so he knows how to hold providers accountable when standards are not met.

 

Alongside his professional career, he has voluntarily assisted individuals with employment disputes, including Employment Tribunal claims. Around a decade ago, he extended this voluntary work to supporting families navigating the complexities of health and social care for adults, particularly when they were dissatisfied with the care provided to their loved ones.

 

Leon is currently Chair of the Board of Rotherfield St Martin, a multi-award-winning charity (including the King’s Award for Voluntary Service) that supports 300 older people. He lives in Tunbridge Wells, Kent, with his wife and enjoys spending time with his three daughters, two granddaughters, and grandsons.

Following his retirement, he established 2Manage Concern to provide specialist, affordable support for adults experiencing poor care from providers regulated by the Care Quality Commission (CQC) including care homes and homecare (community care). Families in dispute with defensive providers or local authorities often need personalised support, guidance, and resilience to achieve the best outcome. 2Manage Concern offers inexpensive straightforward support and advice along with representation.

Leon also holds an Enhanced DBS Check for working with vulnerable adults, giving families reassurance of my integrity and suitability to support them.
